We are currently recruiting for an Staff officer based in Belfast. The successful candidates will be required to start once the vetting paperwork, ANI clearance has been completed.

Rate of pay: £17.94
Hours of work: Mon- Fri (37 hours)
Job Duties:
Procurement Advice
Providing expertise for all procurement queries in line with NIPPP and the Public Contracts Regulations 2015. This also involves providing advice and guidance to ensure hard charging costs (from CPD) related to procurement advice are reduced and best practice is followed within the Department.
Procurement Management
management of the tender process for all procurements less than £30k, management of the collation of returns for Collaborative Contracts for the Department and its Partner Organisations.
Procurement Compliance
Monitor and report the Department’s performance against CPD’s target of 98% procurement compliance. Challenge non-compliant spend.
Monitor under £5k purchasing and take necessary action with business areas.
Carry out Compliance checks on under £5k purchases to ensure adherence with Departmental requirements.
Procurement Plan
Commission and manage review of the biannual DfE Procurement Plan co-ordination exercise. Providing report to ARAC and sharing with CPD.
General Administration
Input into the updating of Branch documents (Branch Business Plan, Queries and Briefings Log etc).
Assist the DP to promote the work of the Commercial Team through Inform You Sessions, intranet content, awareness and stocktake sessions with Divisions.
Other ad-hoc duties, such as, NIAO and internal audit issues from a governance of procurement prospect.
Staff Management
Direct line management responsibility for one Executive Officer II (EOII).
Essential Criteria applicants must have:
Government Commercial College training -Contract Management Foundation Course.
Must complete the Beyond Foundation course within 4 weeks of appointment.
Experience of working in a procurement and commercial environment, including your involvement in the procuring of goods and services.
Proof of 5 GCSEs including English and Maths grade C or above or the equivalent to this.
Excellent IT skills, including use of Microsoft Word and Excel.
Excellent communication skills.
Proven ability to use own initiative.
