Job Description

Staff Officer

Our client, based in Belfast is looking for a Staff Officer to join their team

Job Description:

– This role provides professional and technical support across 190 State Care sites and divisional depots. The postholder will be expected to undertake site visits and liaise with contractors on a regular basis. The emphasis on particular duties will vary over time according to business needs. Responsibilities include but are not limited to:

Grounds Maintenance Contract

Oversight of Grounds Maintenance Contract (GMC), including:

– Development and implementation of robust monitoring of the contractual output including key performance indicators and social clauses (this involves regular site meetings and both formal and informal meetings with contractors)

Agreeing annual Grounds Maintenance


– Inspection of works

– Regular liaison with site staff and SCHB on grounds maintenance issues including grass cutting, hedge cutting, fencing and tree surgery

– Monitoring and provision of information on financial aspects of the GMC

– Provision of information to CPD on contract performance.

Micro and Minor Projects

To be responsible for the management of non-curatorial micro and minor construction projects, including:

– Coordinating and prioritising property maintenance work across State Care sites and depots

– Assisting in the financial management of maintenance works and projects

– Liaising with contractors, CPD and HED staff about the maintenance of State Care sites and depots

– Inspecting and verifying that maintenance work had been completed to a satisfactory standard

– Use of AMPS systems to initiate projects and monitor their progression.

Cropping and Grazing Licences

– Procurement and maintenance of cropping and grazing licences and ongoing monitoring of licences to ensure compliance.

Planned Preventative Maintenance (PPM)

– Ongoing monitoring of PPM activities at State Care sites to ensure compliance with relevant standards

– Monitoring of AMPS system to ensure that PPM and remedial tasks have been correctly authorised and paid

– Contact point for AMPS issues or queries within HED

– Provision of assurance on PPM issues to HED Health and Safety Working Group.

Fire Risk Assessments

Oversight of Fire Risk Assessments at State Care Monuments, including:

– Implementation of all actions arising from Fire Risk Assessments (FRA) at State Care monuments and depots

– Liaison with Departmental H&S and CPD FSS of fire safety issues and FRA schedule.



– £16.80ph (weekly)

Essential Criteria:

Applicants must have:

– At least a HND in a construction related discipline.


– suitable candidates) At least 3 years’ post qualification experience gained within the last 7 years.


– At least an undergraduate degree in a construction related discipline.


At least 2 years post qualification experience gained

within the last 7 years.


– HED Headquarters: 9 Lanyon Place, Belfast, BT1 3LP.

Hybrid working arrangements apply. The postholder will

also be required to travel regularly to State Care sites

across Northern Ireland.
